Sewer Repair Quotes After Camera Inspection
Write sewer repair quotes with camera evidence, open-cut and trenchless options, utility locates, permits, excavation safety, restoration, exclusions, and approvals.

The camera stops at 47 feet.
The screen shows roots, a separated joint, and water sitting in the bottom of the pipe. The technician marks a spot in the front yard and tells the homeowner, “We can dig here, or maybe line it.”
That is not enough to price a sewer repair.
The quote still has to answer which defect is being repaired, which length of pipe is included, who owns that section, whether the camera's distance-counter reading has been correlated with the surface location, which repair methods are actually feasible, what permits and inspections apply, how the crew will work around buried utilities, and who restores the lawn, sidewalk, driveway, irrigation, fence, or finished floor afterward.
A useful sewer camera inspection report establishes the evidence. The repair quote converts that evidence into a defined promise.
Use a plumbing inspection report for the finding, a site assessment checklist for above-ground and access conditions, and a plumbing quote or plumbing proposal for the repair options. Once the customer chooses, carry the selected scope into the plumbing contract and plumbing work order.
The camera, quote, and work order should tell the same story.
Do not build a quote around “bad sewer”
“Bad sewer at 47 feet” can describe several different conditions:
- roots entering an otherwise intact joint;
- a localized offset;
- a crack or hole;
- a collapsed segment;
- a belly or low area holding water;
- heavy scale or debris that obscures the pipe;
- a transition between materials;
- a fitting, branch, or connection that only looks like a defect from one view;
- the point where the camera could not pass, with the downstream condition still unknown.
Those findings do not automatically lead to the same repair.
Before pricing, attach or reference a camera evidence block:

| Recommendation status | Maintenance, further cleaning, additional locating, spot repair, rehabilitation, replacement, engineering, or utility review. |
NASSCO's quality-control guidance for pipeline and lateral assessment emphasizes clear visibility, a known inspection starting point, appropriate cable calibration and counter setup, complete survey headers, and accurate observation data. A small residential lateral quote should not claim a formal NASSCO-coded assessment unless that is what was actually performed. It still needs to say what inspection standard or ordinary service-report method was used and avoid presenting an informal video as something more formal.
If the video is unclear, the counter origin is unknown, or the line remains underwater, price the next diagnostic step before pricing a precise repair location. When cleaning is the next step, document and price it separately using the drain-cleaning service-report and tiered-quote workflow.
Pre-quote verification: Clean and re-camera the line from the exterior cleanout after flow is restored. Confirm the counter zero point, visible pipe material and diameter, defect counter reading, downstream condition, and sonde location. Repair pricing will follow after the shop can identify the affected segment and feasible access.
That is a better document than a confident fixed price built on a blurry frame.
Verify the ownership line before you promise the repair
There is no safe national assumption that “the homeowner owns everything to the curb” or “the city owns everything in the street.”
Local rules divide responsibility differently.
Portland, Oregon's lateral-permit guide, for example, describes separate permit and responsibility paths for private-property work, private lateral work in the right-of-way, and the City-maintained branch. Seattle's side-sewer guidance explains that a private side sewer can extend beyond the property line to the public main; the City's current permit page covers proposed side-sewer work on private property and in the right-of-way.
Those are examples, not nationwide rules.
Before the quote becomes a contract, record:
- the property address and parcel;
- the building, cleanout, property line, curb, easement, alley, and public-main relationship;
- the utility or municipal record reviewed;
- the section the customer is believed to own or maintain;
- the authority that confirmed the permit and inspection path;
- any shared lateral, easement, neighbor, landlord, HOA, or public-right-of-way issue;
- whether the quoted contractor is licensed and authorized for every included work area;
- what happens if field exposure shows the defect outside the quoted responsibility boundary.
A boundary note can be direct:
Quote covers the privately maintained lateral segment shown on the attached site sketch, from the exterior cleanout toward the public connection, subject to permit-authority confirmation. Work on the public main, City-maintained branch, another property's line, an unrecorded shared line, or an area outside the issued permit is excluded and will stop for written direction.
Do not let a spray-painted X decide ownership.
Separate the repair options before comparing price
“Trenchless” is not one method, and it is not automatically better than excavation.
Seattle's side-sewer repair guidance lists several structural approaches: a spot repair, open-cut replacement, pipe bursting, and cured-in-place pipe lining. It also warns property owners that different contractors may recommend different methods or combinations.
Build each option around its own prerequisites and result:

| Pipe bursting | Existing pipe and soil conditions, insertion and receiving pits, nearby utilities and structures, service continuity, reconnections, product, diameter, and permit acceptance have been checked. |
| CIPP lining | Host-pipe dimensions and condition, cleaning, protrusion or offset limits, access, liner system, end seals, branch reconnections, curing controls, pre-/post-video, and local approval are defined. |
| Engineered or utility-directed repair | The customer understands which design, public-agency, easement, traffic, dewatering, structural, or environmental decision must come first. |
The EPA's 2006 pipe-bursting fact sheet explains the basic tradeoff: trenchless replacement can reduce broad surface disturbance, but it still may require insertion pits, flow bypass, utility coordination, suitable soils and host-pipe conditions, and control of ground movement.
Portland's current lateral rules show why local review matters. For right-of-way work, Portland requires pipe bursting to follow manufacturer instructions and may require a video inspection. Its separate CIPP rule requires City approval of the lining system, an approved installer, pre- and post-installation video, an as-built, and specified permit and inspection steps. When the design uses an end seal, the rule also requires an approved end-seal product.
Do not quote:
Trenchless sewer replacement — less digging, lifetime fix.
Quote the actual method:
Option B — pipe-burst lateral segment. Replace approximately [length] feet from [start point] to [end point] using [specified system and pipe]. Price includes one insertion pit at [location], one receiving pit at [location], listed connections, temporary flow control described below, required pre-installation verification, post-installation camera record, permit inspections assigned to contractor, and the restoration expressly listed. Feasibility remains subject to issued permit, field utility verification, pit access, pipe route, host-pipe material, soil conditions, and manufacturer requirements. Work will stop for a written change if those prerequisites are not met.
That gives the customer an option they can compare against open cut.
Build the quote in layers
A sewer repair total is easy to misunderstand because the visible pipe is only one layer of the job.
Use a scope attachment to separate at least these layers.
1. Investigation and preconstruction
State whether the price includes:
- review of the camera report, video, stills, prior cleaning record, and surface locate;
- municipal or utility record research;
- property-line, easement, and ownership research;
- site measurement and access planning;
- additional camera or sonde locating;
- private utility locating beyond the one-call response;
- permit application, plan or sketch, fees, bonds, and inspection scheduling;
- traffic, sidewalk, parking, tree, or right-of-way approvals;
- engineering, surveying, testing, or specialty design.
If one of those items is an allowance, label it as an allowance. If it is excluded, name who is expected to provide it and by when.
2. Mobilization and site controls
Describe:
- crew and equipment access;
- work hours and noise limits;
- customer, tenant, pet, vehicle, and property preparation;
- temporary fencing, barricades, plates, pedestrian routing, or traffic control;
- material staging and spoil placement;
- surface and building protection;
- sewer-use shutdown, bypass, or temporary service;
- weather and emergency stop conditions.
The work-order safety briefing should turn these quote commitments into field instructions. The quote sells the defined result; the work order tells the crew how the approved job is bounded.
3. Access, excavation, or insertion pits
For open work, identify:
- planned excavation or pit locations;
- estimated length, width, and depth basis;
- hand-dig, vacuum-excavation, sawcut, machine-access, and hauling assumptions;
- trench protection and competent-person responsibilities;
- groundwater or accumulated-water assumptions;
- support or protection for adjacent pavement, structures, utilities, trees, and improvements;
- spoil handling, disposal, imported fill, and unsuitable-soil boundaries.
Do not reduce excavation safety to a throwaway note.
OSHA's excavation rules require locating reasonably expected underground installations before opening the excavation, contacting utility owners, using safe and acceptable means to establish exact locations as the work approaches them, and protecting exposed installations. The same standard addresses access and egress, water accumulation, spoil placement, and competent-person inspections.
OSHA's protective-system rule generally requires cave-in protection for employees in excavations, with limited exceptions for stable rock or an excavation under 5 feet where a competent person finds no indication of a potential cave-in. “Only four feet deep” is not a substitute for the required job-specific evaluation.
Federal OSHA is not always the only applicable rule set. Oregon and Washington, used as local examples in this article, both operate OSHA-approved State Plans. OSHA requires those programs to be at least as effective as federal OSHA, but contractors still need to check the applicable state excavation standard rather than treating the federal text as the complete rule set.
A quote should leave room for the competent person to evaluate field conditions and stop or revise the work when necessary:
Excavation approach and price are based on the site information listed in this proposal. The employer's competent person will evaluate the excavation, soil, and protective system and may stop or revise the work for depth, water, adjacent loads, vibration, weather, access, utilities, or other conditions. Protective-system design will follow the applicable federal or state excavation standard, manufacturer data, tabulated data, or a registered professional engineer's design. No employee will enter an excavation unless the applicable cave-in protection, access and egress, atmospheric, water-control, and inspection requirements are met.
The job hazard analysis should carry the actual crew, equipment, soil, depth, access, protective-system, traffic, utility, and emergency details before digging begins.
4. Pipe repair or replacement
Specify:
- exact start and end points;
- measured or estimated length;
- pipe material, diameter, and rating;
- fittings, cleanouts, couplings, transitions, end seals, and branch reconnections;
- slope or alignment basis where applicable;
- removal, abandonment, or disposition of the old pipe;
- temporary plugs, pumping, or bypass;
- bedding, support, restraint, and connection details;
- test, camera, inspection, and acceptance requirements;
- the remaining old pipe that is not included.
“Replace sewer line” is not enough.
Use language like:
Replace the exposed failed segment from [upstream joint/reference] through [downstream joint/reference], approximately [length] feet, with [pipe specification] and the listed transition couplings. Install [cleanout or access item] at [location] if approved by the permit authority. Quote excludes unexposed upstream and downstream pipe except for the stated connections and post-repair camera view.
That last sentence matters. A spot repair does not silently warrant the rest of an aging lateral.
5. Backfill and restoration
“Restore area” creates arguments.
Name each surface:

| Irrigation | Locate, cap, protect, repair, test, and controller responsibility. |
| Concrete | Sawcut limits, thickness, base, reinforcement, finish, control joints, color or texture mismatch, cure, and access restriction. |
| Asphalt | Cut limits, base, patch dimensions, lift, edge treatment, final paving, and authority standard. |
| Pavers | Removal area, salvaged quantity, bedding, pattern, broken-unit allowance, and color match. |
| Fence or gate | Removal, temporary security, post replacement, alignment, hardware, finish, and neighbor access. |
| Interior finish | Slab, flooring, cabinetry, drywall, trim, paint, cleaning, and occupancy boundaries. |
| Street or sidewalk | Permit-authority restoration standard, inspection, traffic control, and whether final restoration is by contractor, owner, or public agency. |
Portland's lateral rules, for example, tie right-of-way trench bedding, backfill, compaction, pavement restoration, and inspection to City requirements. That is exactly why “basic backfill included” is too vague for a permit-area quote.
If a separate restoration contractor will finish the surface, write the handoff condition:
Plumbing contractor will backfill to the permit-approved interim condition and remove its equipment. Final irrigation, planting, sod, decorative paver, fence finish, and landscape establishment are by owner under separate contract. Plumbing contractor is not pricing color, texture, growth, or settlement performance of work performed by others.
Treat the 811 ticket as a prerequisite, not a line of fine print
A camera sonde can help correlate a pipe observation to a surface point. It does not locate gas, electric, water, telecom, irrigation, lighting, propane, private power, or every other buried facility.
The utility locate photo-log workflow covers the field record in detail. The sewer quote should establish who owns each step:
- define and white-line the planned excavation area where applicable;
- submit the correct state one-call request;
- wait the required state-specific response period;
- review positive responses and ticket status;
- photograph and preserve marks;
- investigate private or unmarked facilities;
- compare the marked work zone with the camera route and proposed pits;
- use the required tolerance-zone and safe-exposure method;
- stop when a mark, record, utility, or field condition does not agree.
CGA's Best Practices 22.0 and excavator damage-prevention training treat white lining, complete ticket information, positive-response review, mark preservation, tolerance-zone practice, and escalation of mismarked or unknown facilities as parts of a damage-prevention process. State law still controls the notice period, ticket life, tolerance zone, excavation method, emergency process, and enforcement.
Avoid:
Utilities by 811.
Use:
Contractor will submit the required one-call request for the excavation area shown on the attached sketch and will review operator responses before work. Public one-call marking may not identify owner-installed or other private facilities. Private utility locating is [included / excluded / allowance] for [listed area]. Camera or sonde marks identify the observed sewer route or camera position only. Crew will stop for missing, conflicting, expired, disturbed, or unexpected marks and for any unrecorded facility.
That is a usable risk boundary.
Put permits, inspections, and fees beside the scope
Do not bury “permit by owner” in a footer.
Create a permit table:

Seattle's current side-sewer permit page says a repair permit is required when a pipe or external sewer fixture must be repaired or replaced and that a side-sewer permit covers proposed work on private property and in the right-of-way. The same page directs projects that stage in or excavate the right-of-way to a separate Seattle Department of Transportation Street Use permit, while the City's repair guidance describes an inspection before the pipe is covered. Portland uses different permit paths for private-property and right-of-way work.
Do not copy either city's rule into every quote. Verify the actual address and name the permit path that applies there.
If the permit authority changes the allowed method, material, repair length, inspection hold point, or restoration standard, use a change order before performing added work. The signed-change-order workflow applies even when the surprise comes from an inspector rather than the ground.
Write unknowns as decision gates
An exclusion says what is not included. A decision gate says what happens when that condition appears.
Use both.

Show a customer what the total buys
A readable quote can still be detailed.
Use a summary followed by the scope attachment:
Repair target: Localized failure documented at approximately [distance-counter reading] from [access], correlated to the marked area shown in Photos [numbers]. Final excavation point will be field-verified.
Selected method: Open-cut spot repair of approximately [length] feet, subject to exposure and permit requirements.
Included: Permit application and listed fee allowance; one-call request; [private locate status]; site protection; sawcut and excavation within the marked area; the protective system, access, and inspections required by the competent person and applicable standard; expose and replace the failed segment with [pipe and connection specification]; required inspection; bedding and backfill; post-repair camera; [exact concrete/lawn/asphalt restoration]; haul-off; cleanup; closeout record.
Assumptions: Work area is accessible to [equipment]; defect lies within [area]; pipe depth is approximately [basis]; no unmarked utility, shared connection, rock, groundwater, contamination, buried structure, or additional collapse prevents the planned method; customer provides listed access and sewer shutdown.
Excluded: Public-main repair; unlisted upstream or downstream pipe; engineering; easement acquisition; hazardous-material handling; private facilities not listed; tree removal; interior repair; utility relocation; after-hours work; and restoration not expressly included.
Change gates: Work stops for a materially different location, depth, pipe, utility, ownership, soil, water, structure, permit, or restoration condition. Added or substituted work requires written approval.
Closeout: Provide permit and inspection record, photos, material and location summary, post-repair camera reference, restoration status, maintenance instructions, warranty terms, and signed completion record.
Attach that to a statement-of-work scope document. Keep quantities and allowances visible instead of compressing them into “labor and materials.”
Keep the field record aligned with the quote
Once work begins, the paperwork should preserve the decisions:
- the plumbing work order names the selected option, dig area, shutdown, controls, and stop points;
- the JHA records the crew's actual hazards and protective decisions;
- the daily report records weather, people, equipment, inspections, exposed conditions, footage, measurements, photos, and delays;
- a change order records any approved difference;
- the plumbing service report or closeout report records the installed work and testing;
- the completion sign-off separates finished work from open restoration or customer items;
- the invoice follows the accepted price structure instead of inventing new line items after the trench is closed.
Photograph the same reference points before, during, and after work. The photo requirements guide is useful here: wide context, medium work-area view, close defect or connection view, and a label that ties each image to the job record.
A minimum sewer repair photo sequence usually includes:
- access point and camera-report reference;
- proposed dig or pit area before disturbance;
- locate marks and private-facility notes;
- surface removal limits;
- exposed pipe with a scale and orientation;
- actual defect before cutting;
- upstream and downstream pipe condition at the repair;
- new pipe, fittings, connections, bedding, or liner details before cover;
- inspection or test evidence;
- backfill stages when the specification requires them;
- final surface and remaining restoration items.
The post-repair camera should identify its access, direction, counter basis, repair limits, visible connections, and downstream limit. “Camera passed” is not a closeout record.

- What should a sewer repair quote include after a camera inspection?
- Include the inspection and video reference, access point, footage-counter basis, defect and still-frame reference, surface location, pipe information, ownership and permit assumptions, selected repair method, start and end points, excavation or pit scope, utility-locate responsibilities, pipe and connection specifications, testing and inspection, backfill, exact restoration, exclusions, change triggers, schedule, price, warranty, and closeout deliverables.
- Is a camera footage reading accurate enough to price the excavation?
- Not by itself. Footage can be affected by the counter zero point, cable path, bends, slack, access geometry, calibration, and inability to see or pass a defect. Correlate the report with a surface locate, site measurements, records, and any field verification needed for the actual quote. State the remaining tolerance or uncertainty rather than promising an exact dig point without support.
- Does a sewer camera sonde locate replace an 811 ticket?
- No. A sonde can help locate the camera head or observed sewer feature. It does not locate every public or private underground facility. Follow the applicable state one-call process, review responses and marks, investigate private facilities, and use the required safe-exposure method.
- Should I quote open-cut and trenchless repair as separate options?
