Construction Plan Takeoff Checklist for Accurate Estimates
Catch missing scope before bid day with a plan takeoff checklist for drawing revisions, scale checks, specifications, alternates, assumptions, and RFIs.

The estimator receives a 78-sheet PDF, a project manual, two alternates, and an email that says, “Addendum 2 attached.”
The takeoff is nearly finished when someone notices three things:
- the architectural floor plan was reissued in Addendum 1;
- the reflected ceiling plan uses a different scale from the floor plan;
- a finish tag that looked like paint actually points to an acoustical wall-panel specification.
The estimator did not miscount. The problem started earlier: no one had established which documents made up the current bid set, how each view would be read, or how unresolved design questions would be handled.
A plan takeoff checklist helps prevent that kind of late rework. It creates a traceable path from an issued document to a measured quantity, from the quantity to a priced scope, and from every ambiguity to an RFI, assumption, allowance, alternate, or exclusion.
This is not a substitute for the solicitation, contract, plans, specifications, addenda, local code, a design professional, or an estimator who understands the trade. It is a disciplined way to read those documents without silently inventing scope.
A takeoff is more than colored measurements on a PDF
A quantity takeoff answers “how much?” A bid-ready takeoff must also answer:
- How do we know this is the current bid set?
- Which sheet, view, detail, schedule, note, and specification section support the quantity?
- Was the view drawn to scale, dimensioned, marked not to scale, or distorted in transmission?
- Does the project legend define the symbol the way the estimator assumed?
- Is the item new, existing, relocated, demolished, salvaged, owner-furnished, contractor-furnished, or by another trade?
- Does the measured number include waste, laps, cuts, accessories, packaging, taxes, freight, equipment, labor, testing, permits, and closeout?
- Is the item in the base bid, an alternate, an allowance, a unit-price schedule, or an excluded option?
- Did an addendum change the location, quality, quantity, or responsibility?
- What remains unknown, who is authorized to answer it, and what happens if no answer arrives before the bid deadline?
The quote estimate or construction bid is the customer-facing result. The takeoff checklist is the evidence underneath it.
Keep that evidence connected in Documentorium. Record the site conditions that cannot be learned from drawings in the site assessment checklist. Put drawing and specification questions in the construction RFI, transmit the exact issue or addendum with the construction transmittal, and place the resolved quantities, assumptions, alternates, allowances, and exclusions in the scope attachment. Read the project legend before relying on memory
The International Code Council's model-code language provides useful examples, but it does not give an estimator one universal legend or document rule for every project. The 2024 International Building Code's Appendix K, an electrical administrative provision that applies only when adopted, says construction documents are to be drawn to scale and clear enough to indicate the location, nature, and extent of the work. The 2024 International Residential Code separately requires sufficient clarity and provides for amended construction documents when work departs from the approved set. The code adopted by the jurisdiction and the project's issued documents still control the actual job.
Those rules support disciplined documents. They do not make every architect's wall tag, every engineer's line type, or every owner's abbreviation identical.
The project documents define their own notation. A practical review sequence is:
- the solicitation and instructions to bidders;
- the proposed contract, general and supplementary conditions, and any stated order-of-precedence clause;
- the drawing cover, index, issue information, and revision record;
- general notes, abbreviations, legends, code sheets, and discipline notes;
- plans, elevations, sections, details, schedules, diagrams, and referenced sheets;
- the project manual and specifications;
- addenda, bulletins, written clarifications, and formally issued replacements.
That is a review sequence, not a hierarchy of legal precedence. Follow any project-specific precedence rule in the solicitation or proposed contract.
Do not invent a precedence rule. When FAR 52.236-21 is included in a federal fixed-price construction contract, for example, a requirement shown in either the specifications or drawings can have the same effect as if shown in both, the specifications govern a difference, and post-award discrepancies are submitted to the contracting officer for a written determination. Before bid, follow the solicitation's question channel and deadline. A private contract may use different language. The federal clause is an example of why the estimator must read the project's rule, not a universal rule for every bid.
Check the bid package before anyone measures
The first checklist confirms that the bid package is complete enough to review. Do it before an estimator opens a takeoff tool.
Bid administration
- Project name, number, location, owner, architect or engineer, and issuing party
- Bid due date, time, time zone, delivery method, and required portal or recipient
- Prebid conference or site-visit requirement
- Deadline and channel for bidder questions
- Required bid form, proposal format, acknowledgments, signatures, seals, or notarization
- Bid security, bond, insurance, licensing, prequalification, and wage requirements
- Tax status and any exemption documentation
- Bid-validity period and price-escalation instructions
- Required base bid, alternates, allowances, unit prices, substitutions, and breakout schedules
- Contact authorized to issue clarifications
Technical documents
- Drawing files and drawing index
- Project manual or specifications
- Addenda and their attachments
- Geotechnical, environmental, survey, utility, or existing-condition reports
- Equipment, door, window, finish, hardware, fixture, and other schedules
- Owner standards, design criteria, basis-of-design information, or room data
- Phasing, logistics, demolition, temporary-work, and access plans
- Model files or viewer access, if expressly part of the bid information
- Vendor quotations or owner-nominated products supplied with the invitation
- Bidder questions and answers distributed to all bidders
Commercial scope documents
- Instructions to bidders
- Proposed agreement and general and supplementary conditions
- Scope packages or bid-package narratives
- Insurance, indemnity, warranty, schedule, liquidated-damages, and payment terms
- Division 00 procurement and contracting requirements
- Division 01 general requirements
- Responsibility matrices or owner-furnished/contractor-installed schedules
Federal sealed bidding offers one useful reference point. FAR 36.213-3 calls for enough preparation time to inspect the site, obtain subcontract bids, examine information about the work, and estimate from the plans and specifications. It also identifies items such as the performance period, site-inspection arrangements, furnished facilities, prebid conference, bidder qualifications, and alternate-bid instructions. A private invitation may differ, so follow the project's actual instructions.
Mark each expected item received, not issued, not applicable, or requested. A blank cell means the completeness review did not happen.
If the drawing index lists M601 and the folder ends at M502, stop and investigate. If Addendum 3 says it replaces sheets A201 and A601 but only A201 is attached, record the missing sheet before measuring around it. If the invitation references a specification section that is absent, do not treat silence as permission to ignore that scope.
Freeze a bid set without overwriting its history
An estimate cannot be audited if Plans.pdf means a different file every afternoon.
Create a bid-set register with one row per received package:

Keep original received files read-only. Place replaced material in a clearly marked superseded location rather than deleting it or allowing it to remain mixed with current sheets. If company policy uses file hashes, record them; a hash is useful evidence that two identically named files differ, but it does not tell an estimator which file is contractually current.
The live estimating set should contain only the current working copies, with the register pointing back to the original issue. Never rely only on the takeoff software's latest label.
Make a sheet register, not just a page count
PDF page 27 is not necessarily sheet A301. A drawing package may contain cover pages, blank separator pages, inserted sketches, duplicate sheet numbers, or a landscape sheet that the viewer rotates.
Use a sheet register such as:

Record the scale for each relevant view, not only each sheet. One sheet can contain a plan at one scale, a wall section at another, and details marked NTS.
The U.S. Army Corps of Engineers' current drawing regulation is a helpful example of formal set organization. It requires a sheet index and calls for abbreviation, general-note, and legend information; it also distinguishes design, construction, amendment, conformed, modification, shop, record, and as-built drawing types. Your private project may not use those exact requirements, but the distinction is vital: a drawing's purpose and issue status affect whether it belongs in a bid.
Reconcile the index to the files
Perform three comparisons:
- Index to folder: Is every indexed sheet present?
- Folder to index: Is every received sheet listed, or is there an unindexed sketch or replacement?
- Title block to both: Does each sheet's printed number, title, issue, and revision match the index and filename?
Record exceptions explicitly:
Sheet E503 appears in the PDF but not on the drawing index. Included in review pending confirmation of status. RFI-07 submitted.
Index lists L202; no L202 was included in the original package or Addenda 1–2. RFI-08 submitted. Pricing disposition is pending written direction; any assumption or exclusion must follow the bid instructions.
An exception log is better than silently deleting an unindexed sheet or silently assuming a missing one has no scope.
Treat addenda as scope, not correspondence
An addendum can change quantities without issuing a visibly clouded plan. It can revise a note, substitute a specification section, answer a bidder question, change an alternate, extend the bid form, or cancel a detail.
For every addendum, record:
- addendum identifier and issuing authority;
- documents, sheets, specification sections, schedules, and bid forms affected;
- sheets added, replaced, or removed;
- narrative changes that have no replacement sheet;
- bidder questions and answers that affect interpretation;
- quantities and estimate lines affected;
- subcontractors or suppliers who must reprice;
- acknowledgment required in the bid;
- reviewer and completion status.
Use an addendum-impact matrix:

Revision clouds and delta symbols help, but they are not a complete change-detection method. Compare the sheet index, title block, revision block, addendum narrative, schedules, details, and specifications. A designer can replace an entire sheet, revise a schedule without clouding every cell, or issue a narrative instruction that changes no drawing graphic.
After an addendum review, lock or archive the superseded takeoff layer. Do not leave both old and new measurements active and hope the total still looks reasonable.
Read the cover, legends, and general notes first
The cover and general sheets are not administrative decoration. They often define:
- project location, issue status, design team, and drawing index;
- code information and occupancy or construction classifications;
- symbols, abbreviations, line types, hatch patterns, and material tags;
- discipline prefixes and detail-reference conventions;
- north arrow, key plan, match lines, grid lines, and level references;
- existing, demolition, new, future, temporary, and by-others graphics;
- general dimensions and datum rules;
- typical notes that apply even when not repeated;
- drawing/specification coordination instructions;
- fire, acoustic, accessibility, structural, and equipment criteria.
The National Institute of Building Sciences describes the U.S. National CAD Standard as a coordinated system for organizing and presenting facility drawing information. The current NCS Version 7 combines CAD layer guidance, a Uniform Drawing System, BIM implementation, and plotting guidance. That standard can improve consistency, but it does not let an estimator skip the project's own legends and notes.
Build a short project legend worksheet:

Do not copy a legend from the last project. The same triangle, dashed line, or tag can mean something different in a different office or discipline.
Validate scale before the first measurement
A digital drawing can display at any zoom level. Zoom percentage is not drawing scale.
For every view used in a scaled takeoff:
- read the printed scale beside the view;
- confirm the sheet size represented by the file;
- calibrate the takeoff tool on that sheet and view;
- test the calibration against at least one stated dimension;
- use a second dimension in another direction when practical;
- record the calibration result and reviewer;
- repeat when the sheet, view, file, or issue changes.
Do not assume one calibration applies to the package
A combined PDF can contain 24-by-36-inch sheets, 30-by-42-inch sheets, scanned sketches, and addendum pages created at letter size. Even identical page dimensions do not guarantee identical drawing scales.
Calibrate per sheet. On sheets with multiple scaled views, calibrate per view or use the documented scale setting for each measurement group.
Use dimensions before scaled inference
When a stated dimension and a scaled measurement differ, do not average them. Determine why:
- Was the PDF printed or scanned at the wrong size?
- Was the dimension measured to face of stud, finish, centerline, grid, or clear opening?
- Is the detail marked
NTS? - Is the dimension in a revised sheet while the estimator opened the superseded one?
- Is there an architectural/structural grid conflict?
- Does the contract say written dimensions govern scaled dimensions?
Use stated dimensions according to the project documents. Submit a clarification when the discrepancy affects the work and cannot be resolved by the documents. Scaling a visibly inconsistent view is not a design decision.
Watch for these scale traps
- A sheet reduced from full size to 11-by-17 inches
- A raster scan stretched more in one direction than the other
- A detail labeled
NTSordiagrammatic - An enlarged plan inserted beside a smaller overall plan
- A metric drawing displayed in an imperial workflow, or the reverse
- A PDF crop that changed page boundaries
- A plan referenced from a model but issued only as a low-resolution image
- A graphic scale that disagrees with the written scale
- A known dimension that includes a break line or omitted segment
- A plan with sloped or curved geometry measured as a flat projection
If reliable calibration is impossible, count only what can be counted, use explicit dimensions where available, and raise the unresolved quantity basis. Do not turn an unreadable plan into a precise-looking number with three decimal places.
Trace every symbol through its references
A plan symbol is often only the first link in an assembly.
A door tag may lead to:
- the floor plan for location and swing;
- the door schedule for type, size, rating, frame, and remarks;
- elevations for glazing or panel configuration;
- details for head, jamb, sill, anchorage, or threshold;
- hardware sets in the specifications;
- access-control, electrical, fire-alarm, and security sheets;
- finish requirements on architectural schedules;
- demolition or phasing notes;
- an alternate or owner-furnished equipment list.
A complete takeoff follows the chain. It also avoids counting the same physical door once on the plan, again in the schedule, and again in the elevation.
Use the plan as the location/count source and the schedule/details/specifications as attribute sources—or another documented method appropriate to the trade. The important point is to declare which source owns quantity and which sources enrich it.
Read drawings and specifications together
Plans frequently show where work occurs. Specifications frequently define the required materials, performance, execution, testing, submittals, and closeout. Schedules and details connect the two.
CSI describes MasterFormat as a standardized language that organizes specifications into work results contractors can price, procure, and build. It helps align drawings, specifications, and project data. It is not a quantity table, a specification template, or a replacement for the actual project manual. CSI's own FAQ expressly says MasterFormat does not contain specifications or specification templates.
Create a drawing-to-specification crosswalk:

Respect the project's MasterFormat edition
Some project manuals were organized under MasterFormat 2020. CSI now identifies MasterFormat 2026 as the current release and confirms that licensed users may continue using earlier editions. Do not silently renumber a 2020 project into 2026 during estimating. Record the section numbers and titles exactly as issued, and use an internal crosswalk only if your cost database needs one.
For example:
Project specification reference: as issued in Project Manual, Section XX XX XX. Internal cost code: company code 4300. Classification note: project uses its issued MasterFormat edition; no project section numbers were changed.
That preserves traceability when an estimator, supplier, project manager, or reviewer returns to the bid months later.
Separate quantity, assembly logic, and price
Do not bury all three in one opaque line.
For each takeoff item, record:
- item or assembly name;
- drawing location or zone;
- source sheet, view, detail, schedule, note, and specification;
- measurement type and unit;
- raw measured quantity;
- additions, deductions, and net quantity;
- waste, lap, cut, breakage, or productivity factor;
- order quantity and packaging round-up;
- labor assembly and production basis;
- equipment, subcontract, freight, tax, testing, and closeout basis;
- base bid, alternate, allowance, unit price, or exclusion status;
- assumption or RFI reference;
- estimator and review status.
A transparent wall line might look like this:

The measured linear footage is evidence. The assembly tells the estimator what that footage means. The price applies labor, material, equipment, and commercial conditions. Keeping them separate makes revision review much faster.
Declare measurement rules before applying them
Two estimators can read the same plan and produce different totals because they use different rules for openings, intersections, laps, slopes, and repeats.
Record the project's takeoff rules:
- centerline, face, clear, outside, or net dimensions;
- whether small openings are deducted and at what documented threshold;
- how corners, intersections, tees, and end conditions are counted;
- whether height is typical, scheduled, stepped, sloped, or measured by zone;
- how curved, sloped, or irregular surfaces are converted;
- how multi-layer assemblies are represented;
- how waste is applied and whether it is already embedded in an assembly price;
- how stock lengths, roll widths, carton quantities, truckloads, or minimum orders round up;
- how repeated rooms, floors, bays, or units are multiplied and verified;
- how demolition, salvage, relocation, and new work remain separated;
- how alternates and allowances remain isolated from the base.
Avoid fake precision. A measured area of 1,247.36 square feet does not justify ordering exactly that amount of material. The order quantity may depend on board dimensions, tile layout, roll width, seam locations, batch matching, breakage, manufacturer instructions, and supplier packaging.
Decompose assemblies so small parts do not disappear
The large material is rarely the whole scope.
A partition can include
- layout and mobilization;
- top and bottom track;
- studs, jamb studs, headers, and deflection conditions;
- bracing, backing, and blocking;
- board type, layers, side, height, and orientation;
- insulation or acoustic treatment;
- fire, smoke, sound, or perimeter sealants;
- control joints, beads, trims, fasteners, and adhesives;
- finish level, texture, primer, and paint;
- penetrations, access panels, and coordination;
- lifts, scaffolds, protection, cleanup, and waste.
An equipment item can include
- purchase and freight;
- unloading, storage, rigging, and access;
- housekeeping pad, curb, support, or anchorage;
- vibration isolation;
- piping, duct, conduit, wiring, controls, insulation, and identification;
- sleeves, firestopping, flashing, and weatherproofing;
- startup, balancing, testing, training, and commissioning;
- submittals, operation manuals, spare parts, and warranty service.
A demolition mark can include
- survey and verification;
- protection of work to remain;
- shutdown, lockout, temporary services, and hazardous-material boundaries;
- selective removal, salvage, and owner turnover;
- hauling, disposal, fees, and recycling documentation;
- patching, infill, fireproofing, finish repair, and cleaning;
- phasing, temporary barriers, dust/noise control, and occupied-space constraints.
Use assembly templates to prompt review, not to override the project. If the drawings or specifications exclude a component, record the exclusion. If responsibility is unclear, do not let the software's default assembly assign it silently.
Control duplication across plans, schedules, and details
Double counting often looks like thoroughness.
Common duplicate paths include:
- counting devices on a floor plan and again on a riser;
- counting doors on plans and schedules;
- counting typical toilet accessories once per plan and again per enlarged room;
- measuring roof areas on the overall plan and each enlarged zone;
- multiplying a typical floor and also measuring one of those floors separately;
- counting an alternate overlay while leaving its base-bid quantity active;
- including both demolition and replacement assemblies where one already contains removal;
- counting pipe or duct on plan and adding a schematic length as if it were additional work.
Give each physical item one quantity owner. Other views become reconciliation sources.
Use status labels such as:
MEASURED— primary quantity source;ATTRIBUTE— supplies size, type, rating, or finish but no additional count;CHECK— independent total used only for reconciliation;INCLUDED IN ASSEMBLY— component already priced elsewhere;EXCLUDED— outside stated scope;OPEN— unresolved and tied to an RFI or assumption.
If a schedule lists 42 doors and the plans show 41 tags, do not choose the larger number merely to be safe. Reconcile the missing or duplicate identifier. The problem may be an untagged plan opening, a scheduled future door, a removed sheet, or a genuine design discrepancy.
Keep base bid, alternates, allowances, and unit prices separate
An estimator should be able to remove an alternate without surgically editing the base takeoff.
Tag every affected quantity:
- base bid;
- additive alternate;
- deductive alternate;
- voluntary alternate, if permitted;
- allowance;
- unit-price item;
- owner option;
- excluded scope;
- information-only quantity.
For each alternate, identify:
- what base condition it replaces or modifies;
- which quantities are added;
- which base quantities are deducted;
- schedule, general-conditions, tax, bond, insurance, and markup effects;
- related design, testing, closeout, or trade coordination;
- whether it can be accepted independently or only with another alternate.
An additive alternate is often a net change, not just extra work. If Alternate 2 replaces resilient flooring with tile, price the deleted flooring and added tile system separately, then present the net according to the bid form. Leaving both in the base and quoting only tile labor as the alternate distorts the bid.
Allowances also need a basis. State whether the allowance covers material only, material plus tax and delivery, complete installed work, or another defined scope. Keep the allowance value separate from known labor, handling, equipment, and markup as the contract requires.
Use a scope-ownership matrix across trades
A complete quantity can still create an incomplete price when nobody owns the interface.

Translate the answers into the statement of work attachment, subcontractor scope sheet, supplier request, or bid clarification. A line that says by electrical should identify whether that means the electrical subcontractor, the owner's separate contractor, or an excluded scope that the customer must procure.
Use an RFI when the answer belongs to the design or contracting authority
An RFI is appropriate when the issued information contains an ambiguity, omission, conflict, or coordination question that the estimator is not authorized to decide and the answer can materially affect scope, quantity, quality, sequence, compliance, or price.
An RFI is not needed for every estimating choice. The estimator can normally apply documented company measurement rules, supplier packaging, labor productivity, and disclosed commercial assumptions. The estimator should not choose an unshown fire rating, redesign a structural connection, decide which conflicting equipment schedule governs, or assign scope between trades when the documents leave that decision unresolved.
Use the construction request for information to record:
- project and RFI number;
- exact sheet, detail, note, schedule, and specification references;
- concise description of the conflict or missing information;
- one answerable question;
- affected location and scope packages;
- known options, without pretending to design the answer;
- schedule or bid impact;
- response needed by the project's question deadline;
- attachments or marked-up excerpt permitted by the project procedure;
- response, responder, authority, and distribution.
Write an answerable prebid RFI

Useful:
Reference: A121 reflected ceiling plan, Room 214; finish schedule A601; specification section as issued for acoustical ceilings. A121 tags the room as ACT-2 at 9 ft 0 in., while A601 lists painted gypsum board at 10 ft 0 in. Please confirm the ceiling type and elevation to be included in the base bid for Room 214. This affects ceiling material, framing, lighting coordination, and painting quantities.
The second version identifies the evidence, the inconsistency, the decision needed, and the estimate impact.
Do not use an RFI as a hidden substitution or change order
An RFI asks for information. It does not automatically authorize extra cost, extra time, a substitution, or a departure from the contract.
If an answer changes the bid documents before bid, revise the takeoff and distribute the change through the required channel. If a response after award changes the contractual scope, follow the contract's change procedure and use a written change order or other authorized instrument. Do not start changed work merely because an email answered the technical question.
Decide what happens when the RFI is unanswered
The bid cannot always wait. The solicitation may close before the design team responds.
Use a documented decision tree:
- Can the issued documents resolve the question? Follow the stated hierarchy and exact references.
- Is the estimator authorized to apply a normal estimating rule? Apply and record it.
- Does the answer require design or owner authority? Submit an RFI through the required channel.
- Can the bid remain compliant with a disclosed assumption, allowance, alternate, or exclusion? Use the mechanism permitted by the solicitation.
- Would a qualification make the bid nonresponsive or shift a material requirement improperly? Escalate internally and follow the procurement instructions; do not invent a qualification.
- Is the uncertainty too material to price responsibly? Decline, seek an extension, or price only under an expressly accepted basis rather than hiding the risk.
Every unanswered item should have a disposition:

Never write per plans when the plans conflict. State the exact basis used.
Keep a bid assumptions and clarifications log
The log should distinguish facts from choices:

Map each note to affected estimate lines. A qualification sitting only in an email is likely to disappear during handoff. A hidden spreadsheet comment is unlikely to reach the customer.
Before submission, transfer the approved customer-facing assumptions, clarifications, allowances, and exclusions into the bid or scope attachment. Internal uncertainty notes may be more detailed, but they must not contradict the delivered proposal.
Review the takeoff in passes
Trying to check everything at once makes omissions hard to see.

Use independent quantity checks where the risk is highest
The GAO Cost Estimating and Assessment Guide addresses government program estimates rather than trade takeoffs. Its emphasis on a technical baseline, documented assumptions and methods, independent review, and updates from actual costs still provides a useful control pattern here.
An independent check does not always mean remeasuring every line. Use a second method that can expose the same error.
Examples:
- Compare floor finish areas with room schedule areas and gross floor area.
- Compare door plan tags with door schedule rows and hardware-set counts.
- Compare plumbing fixture counts with room types and equipment schedules.
- Compare light fixtures on plans with fixture schedules and control zones.
- Compare partition LF and board area with gross layout geometry and room perimeter checks.
- Compare concrete volume with footprint × thickness, then reconcile thickened edges, beams, openings, and slopes.
- Compare branch quantities with riser endpoints without adding the riser as a second quantity source.
- Compare repeated-unit multipliers with unit matrix, building count, and sheet key plan.
Set review tolerance according to the item, not one blanket percentage. A one-tile difference in a 400-tile takeoff may not change the order after carton rounding. A one-unit difference in a switchboard, fire pump, elevator, or rooftop unit can be a major scope failure.
Reconcile subcontractor and supplier quotes to the same set
A low quote based on an old set is not a saving.
For every external quote, record:
- company and contact;
- exact drawing issue, addenda, and specification sections sent;
- scope package and locations covered;
- inclusions, exclusions, alternates, taxes, freight, delivery, unloading, startup, and warranty;
- quantities supplied by bidder versus independently measured;
- substitutions or deviations;
- lead-time statement and price-validity terms;
- bonds, insurance, prevailing wage, certified payroll, or other project requirements;
- unresolved questions;
- quote revision used in the estimate.
Use a construction transmittal when the project or company workflow benefits from a formal record of what was sent. A supplier should not receive the plans; it should receive a named issue and the addenda relevant to its scope.
The multi-trade quote guide helps reconcile subcontractor offers to that same issue and expose interface gaps before the customer price is assembled. Once work begins, compare actual material use with the takeoff using the material reconciliation guide. Record field variances in the daily report when they are observed. If a variance changes contractual scope, cost, or time, obtain the change order or other authorization required by the contract before revising the work order or starting changed work.
When a late addendum arrives, send the impact, not just the file:
Addendum 3 replaces A601 and revises doors 118A, 220B, and 301A. Please confirm revised price, hardware scope, lead time, and whether all other terms remain unchanged.
Preserve the estimate basis for handoff
The estimator's final file should let a project manager answer, “What did we carry?” without recreating the bid.
Handoff should include:
- frozen bid-set and sheet registers;
- addendum-impact matrix;
- current marked takeoff with calibration records;
- quantity and assembly exports;
- drawing-to-specification crosswalk;
- bid assumptions, clarifications, exclusions, allowances, and alternates;
- RFI log and responses;
- subcontractor and supplier quote comparison;
- scope-ownership matrix;
- high-risk and long-lead items;
- estimate review sign-offs;
- submitted bid and attachments.
After award, compare the contract and conformed documents with the bid basis before issuing work. The USACE drawing regulation, for example, distinguishes the advertised set from the as-awarded or conformed set because amendments and negotiated scope can change what becomes contract work. The same practical risk exists on private projects even if the terminology differs.
If the awarded documents differ, create a written reconciliation. Do not simply replace the bid set and erase the evidence that produced the price.

- A plan takeoff checklist is a controlled review that connects each measured quantity to the current drawing, view, detail, schedule, note, specification, addendum, and estimating rule that supports it. It also records scale calibration, scope ownership, alternates, assumptions, and unresolved questions. It is broader than a list of quantities because it explains why those quantities belong in the bid.
- Should I measure from PDF plans or use printed plans?
- Either can work if the issued document is complete, legible, and used at the correct scale. Digital takeoff requires calibration per sheet or view; a zoom percentage is not a scale. Printed plans require confirmation that the sheet was printed at the intended size without reduction. In either format, stated dimensions and the project's document rules take precedence over casual ruler measurements.
- How often should I calibrate the takeoff scale?
- Calibrate every relevant sheet and every differently scaled view. Recheck after a replacement sheet, addendum, scan, crop, export, or file conversion. Verify against a stated dimension and, when practical, a second dimension in the perpendicular direction so one-direction scan distortion is easier to detect.
- Can I scale a drawing marked NTS?
- No reliable quantity should be based on scaling a view marked . Use stated dimensions, referenced scaled views, schedules, or a written clarification. The graphic may still explain relationships or assembly intent, but it does not provide a dependable measurement basis.
- Which document controls when drawings and specifications conflict?
- The project's solicitation and contract documents determine precedence. Do not assume one universal rule. When FAR 52.236-21 is included in a federal fixed-price construction contract, it provides one specific framework, but a private or state contract may differ. Before award, submit the question through the solicitation's stated channel; after award, follow the contract's written determination and change procedures.
- Do revision clouds show every change I need to price?
- No. A replacement sheet, revised schedule, specification edit, addendum narrative, bidder answer, or bid-form change may affect scope without a cloud around every change. Review the complete addendum, sheet index, title and revision blocks, specification changes, schedules, and affected quotes.
- How do I prevent counting the same item twice?
- Declare one primary quantity source for each physical item. Label other views as attribute or check sources. For example, count doors from the reconciled plan/schedule system once, then use elevations, hardware sets, and details to add attributes rather than additional door counts. Use visible status labels for items already included in assemblies.
- Is MasterFormat a takeoff system?
- MasterFormat organizes project information and specifications by work result. It helps structure scope and cost codes, but it does not provide project quantities or replace the specifications. CSI expressly notes that MasterFormat does not contain specifications or specification templates. A takeoff still must read the issued drawings, schedules, details, and project manual.
- Why does my project say MasterFormat 2020 when CSI lists 2026?
- The project may have been authored or issued using the 2020 edition, while CSI has since released MasterFormat 2026. Preserve the project's issued section numbers and titles. If your internal cost database uses a newer classification, maintain a documented crosswalk without silently changing the project references.
- When should an estimator submit an RFI?
- Submit one when an ambiguity, omission, or conflict requires an answer from the design or contracting authority and can materially affect scope, quantity, quality, coordination, compliance, sequence, or price.
